Hi Koo

The "state of war" you mention in your question is actually a "state of emergency" that has been placed on 15 provinces several of which are in the north & north-east of Thailand.

Chiang Mai is actually very quiet, not many tourists, but other than the occasional small demonstration has seen nothing on the scale or severity of Bangkok!.

I would suggest you still plan your visit, and whilst in Chiang Mai just be aware of gatherings of people & anything out of the ordinary.

I travel around Chiang Mai on an almost daily basis & nothing appears out of the ordinary at all.

I hope you still go ahead with your planned visit, & have a great time in this wonderful city!.
